Best method: Join my telegram, discord or email mailing list for notifications on commission slot openings.
While I do try to post on all my art galleries, I'm slowly moving towards telegram, discord and email. I have a lot of accounts, so I may not post to them all, and not everyone gets notified of journals on FA, DA, twitter. This makes it easier for both of us! :3

I also wouldn't personally expect art from people for your birthday.
If you're offering something below what they offer, then yes, I see why they wouldn't reply and yes, not everyone does payment plans.
