Labyrinthos Tarot actually has a free app that's pretty good for learning tarot. It provides articles about the Major and Minor Arcanas, gives you quizzes to test what knowledge you've learned. It also gives you daily readings that you can use to learn how to interpret cards for yourself, and lets you do readings on your own with various spreads and even custom spreads. You can even turn of Reversed cards until you feel you're ready to start incorporating them into readings. I found it very helpful when I first started using tarot; it gives you confidence to practice on yourself and access to a deck without having to invest money in one until you're ready.

biddytarot.com is also a pretty decent place to start. There's a lot of free material including basic spreads, in depth meanings, printables, guides, and other stuff to help people who are very new to reading and working with cards. The free stuff requires putting in an email address though.

Sometimes just trying it out for yourself is the best way to go about it.
There's no wrong way to use a tarot or oracle deck; you use it how it works for you, what feels right for you. Starting with simple two or three card spreads can help you get a feel for a deck, how you read, and how you connect meanings together to form answers or suggestions.
There's quite a few free tarot apps you can use to practice before you get your own first physical deck and a lot of them have tutorials, pre-built spreads, articles, and other helpful tips for beginners. Apart from Labyrinthos, I'd also suggest Galaxy Tarot for a good beginning app and the Golden Thread Tarot for when you feel like challenging yourself a bit more.
