so my temperature when rendering youtube video went almost....well its hitting 100 degree celcius cause my water cooler that I have since 2014 is finally dying on me
if I gonna keep making videos im gonna need new fans... i'm gonna need to browse the options that I have, will let you all know

If you haven't changed the thermal paste in a while that stuff does dry out and loses performance. My GPU was overheating to the point it was throttling, the fans were revving to 100%. I replaced the paste and temps dropped by as much as 30 degrees. So if you haven't changed out the thermal paste in a while I'd also consider that as a potential for heat.

In all honesty you DON'T need water cooling, just a really solid cooler. Not that water cooling is bad, but it's not quite the end all, be all. This is one of the highest rated, better performing coolers at a ridiculously reasonable price (look up reviews, it's insanely high performance for the value).
Pair this up with some Thermal Grizzly and you're gonna have a great time at almost no real cost.

That said, low 90's are not temps I'd personally worry about on an older Intel platform. Those chips did run pretty toasty, and all the other cores ARE fine, so it's not something I'd be generally concerned with.
GPU will still be a problem, but you can upgrade the rest of your rig fair reasonable amount, especially if you go AMD.

Also make sure your water pump is actually pumping.
Clean the dust out of your radiator. This may involve removing the fans and/or the entire radiator to get it properly cleaned, but it is a part of regular PC maintenance that should be performed at least twice a year, and MUCH more if you have pets. Every month is not uncommon.
I had a Corsair H50 water cooler running continuously for over 12 years with no problems. No fluid loss, no pump failure, no fan failure. It was really amazing, to be perfectly honest. Still 100% functional when I sold it.
Edit: also, if you vape or smoke, the radiator will become gunked up over time with very difficult to remove tar/oily residue. You may have to scrub with a toothbrush and lots of isopropyl alcohol, and you will likely never get it perfectly clean.
If pump has failed you can either get a new water cooler or just purchase a tower air cooler like others have mentioned. Depends on budget but both solutions are very effective either way.
