I haven’t done one of these in ages!

So I will get to the point - does anyone know if FELKINS are now an open species?
I’ve seen on the original creators post that they are closed and you must pay to adopt etc, but I’ve seen more recent comments stating that they are now open.

I ask because I am considering designing one, but I don’t want to get into any trouble if I’m breaking any rules yeno?
Any comments or advice is greatly appreciated!
