Russian author Dmitry Orlov, who used Patreon and SubscribeStar in the past, moved over to Russian site boosty.to , because he lost access to his funds with the sanctions.
They are accepting PayPal internationally at this time, and can work with domestic (ie, Russian) Visa and Mastercard credit cards. I was able to register to the site with a Canadian phone number.
He also mentioned a new site vk which is a Facebook clone, now that Facebook and most other social media sites are leaving.

A note about payment methods for foreigners:
PLEASE NOTE: On Boosty, first subscribe to one of the tiers, then when it walks you through the payment process you can enter a bank card (options for Russian and non Russian cards are both available). There is also a PayPal option. DO NOT go to Account Settings first and try to add a card there. That DOES NOT work.
