As for the policy - Dragoneer has stated that, as long as the underage character in question is non-human, then it's acceptable.

I've been thinking about it, and an old adage applies to this situation - 'I may not like what you do, but damnit, I'll fight for your right to do it.' In this situation, I'm applying it to cub art, but it can apply to a lot of things (well, within reason.)
