Of commissions and buyers - Rights

Anyone here more deeply familiar with the legal-mumbo-jumbo and inner workings of commissions on DeviantArt or Furaffinity ?
And, more specifically, the rights of the buyer(s) ?
Hopefully, a more extensive course of actions will not have to be used... In that hypothetical scenario.

Looking for commissioner

I'm currently looking around for an artist doing commissions.
For the price range, I'm willing to invest up to 40$(I would certainly not mind a lower price, evidently, but I'm open to ''negotiations'', so to speak), for a piece that's 'colored' at the very least. I don't really care for a background on this one.
What would be involved :
-Dragoness
-Ideally, looking for a slightly cartoony style.
-A fairly ''generous'' body (not 'thin', at least) in general, with what would be describe as an overinflated belly. I seriously don't mind large breasts, but the focus is on the 'inflated belly' there.
-Overall, for price-sake, it wouldn't be highly detailed.
-Minor details : Only particular requests, 1) A few specific (but rather simple) symbols tattooed on one arm, 2) A specific expression on her face.
I have already started looking around a bit, but so far those I would have most preferred are 'Closed' for now, so I'm open to suggestions.
