Please report and block them right away

So today a family friend was over at my house today. He brought his 2 dogs over. I was outside playing with his one dog (the other dog stayed in the house) and my dogs and it was all well and good. Eventually I went back into the house with the dogs to eat lunch and at one point, his one dog (the one who stayed in the house) started to nip at my sister’s fingers and he very forcefully grabbed the dog by his collar and lifted him off the ground and screamed in his face. I thought it was very unneccessary to scold the dog in such a manner so I pulled my mom into the other room and told her that it bothered me but my mom was unbothered by it. :/

Any advice? The dog also seems very skittish and wouldn’t let me pet him.
