Turtle concerns

I moved recently, and now I'm getting city water. I didn't know if I really needed to worry about that with my turtle, but thought I'd play it save and get some of that stuff to make it safe... for fish. I couldn't find anything that wasn't for fish, they all said something about a mucus coat. Anyway, I'm a bit worried about him because now when he sticks his head up to breathe, I hear a whistle most times.

Other than that, he's doing fine. He's gotten really big now, almost doesn't fit in the Schwan's gallon ice cream pail I feed him in. And he has a good appetite, considering it's the middle of winter.
