It is every language that was created artificially by a person, a group of people or was generated. It may become alive if people use it in real life (Esperanto has, for instance) or stay in a fictional world (Na'vi or Klingon).
It can be even a linguistic experiment or just an artistic thing. There are: aprioric ones which aren't based on a natural, existent language and aposterioric - based on the natural languages (they may be used for alternative stories, e.g. what could've happened if England (and English language) had never existed?. There are sometimes semi-aprioric too.
A conlang is not just a bunch of random bizarre-sounding words, unless it's still art so... you could do whatever (edit September 2025)
