Evil the Cat is evil, but does not always do the most evil thing possible. For example, he never had a reason to desroy the universe in episode "The Book of Doom" he just thought it was an evil idea. He even had a moment of second thoughts when he realized 'there would be no more historians' to glorify him. Perhaps I have a different definition of evil than the Cat himself does, but this is my opinion. He is not completely utterly evil. The word 'evil' to me means: the need to hurt and destroy everyone, with no favor to one's own life, as one who is evil only desroys.

In light of Evil the Cat's problem regarding the Reeking Beasts, I have proof to back up my opinion.

The Only way to destroy the entire universe is to show all of the Reeking Beasts a picture of a fondue fork. Evil's dilemma is that one of them is blind and cannot see it. Had he been a truly evil genius, he would have killed it. Had the blind Reeking Beast been dead, it would cease to be a part of the population. Therefore, the rest of the Reeking Beasts would successfully see the fondue fork projected by Evil the Cat in the sky, and they would emit their shriek, destroying they universe.
