Asking for some advices

1. If someone you know but not close with decided to make their first move on getting to know you and making friends with you. Are you cool with it? :)
2. If someone ghosted you on your question for them, should you just treat the answer as a no or should you check if there's any problem or misunderstanding?
(like they could have entered your username wrong on the note that they are going to send to you and because of that they now think you are the one ghosting them instead or am I overthinking too much? lol)
