I think fan fictions should be rated in two different categories...
One should be the rating for the story itself. If it is readable and you understand it, the spelling and grammar should not affect the story itself.
The other lies with the spelling and grammar, so that the writer can actually improve to edit his work and for future chapters he/she makes.
