One of my all time favorite Sega games is Burning Rangers and I love that they added a track in SART but it's missing a BR character to go along with it!
So heres my rough attempt at a vehicle based on the Burning ship.
Its powered by water and sucks up water through the front inlets under the lights.
The wheels are powered through jets of water that pass over the fins inside them.
Anyway you could put any of the BR characters in the car that you like but my fave was always Tillis.
Roughly done using Open Canvas 1.1 over a couple of hours.
