Since Wiggly is indeed Exavier's pink poke pal, it was only appropriate Wiggly got her own ref as well.

considering how wigglytuff evolves from jigglypuff in which she has a higher female population. its like when jigglypuff automatically changes genders when she evolves into him. and it gets even more confusing, because 75% of jigglypuffs are girls and 25% are boys. and guess what. Igglybuff is also a boy in pokemon mystery dungeon. which is more baffling. its like the entire evolutionary line goes from a boy to a girl then a boy again. but some animals in the world can change their genders.
