They're actually all cheap. That's kind of the appeal; you can afford to collect them all, even the characters you don't know anything about.
Also I suspect the dual cutie marks thing was something Sunbow came up with so they wouldn't have to remember which side not to draw it on. And the cartoons have been carrying on the tradition ever since.
