What is the story behind Rukutia? The "beasts" being harnessed is something I understand, but why is she in bondage aside from the fun of putting girls in bondage?

Ya, also curious. I know the bigger dragon ones are smart as a normal person from what I've read I believe, So not too much of a stretch to think there are also antho slaves.
