Even then, it's illegal on a few fronts and it's not just the artist that suffers. When you commission something, you don't actually own the rights to it. What you've paid for is the time to have it created. It's a service. Most artists consider it granted that they would give a copy of the full res file to the person who commissioned them to make that image, and most consider it granted that they would also give them permission to post it on their online profiles or galleries, but even those are not considered part of the price paid for the commission. They're a gift, an afterthought. Even though it's the norm, and not doing that would be a bit morally distasteful, from a legal standpoint it isn't necessary.
Most people also won't be upset if you print out your copy at home and put it on your wall. But when you take a commissioned image to a printing company to have it printed, whether it is on a shirt, or as a poster, or just on normal printer paper, you are stating to that company that you either own the rights to the image, or you have permission to print and use it from the person who does. If you don't, and they are made aware of it, they won't print that image for you because they legally aren't allowed to do so. If you don't have the rights or permissions and they print it anyway, they can be legally confronted by the artist, as well as you.
So like I said, most artists within our community don't care, yeknow? It's not a big deal to most of them unless there is a profit being made. But it is still illegal, and it still infringes on their rights, so you should always ask them in advance. Most would even be willing to put up your design on RedBubble or Society6, or a similar site if you ask them, which also allows them to ensure that you are getting a quality print and representing their work as well as possible. c:

ABSOLUTELY. If you want it to just be exclusive to you, I would charge you for the image like any other commission, then put it up on RedBubble or Society6 for you, and take it down once you had bought your shirt so others wouldn't buy it. I believe RedBubble even has a private posting option, but I'd need to double check.
If it's a design you're okay with me leaving up for others to purchase, and it's something marketable and "safe" for me to sell as one of my other designs, with credit to you for the idea, I would be happy to give you a considerable discount on the commission!

Though I don't really have any ideas for what I'd like on a shirt myself (at least not around now, I'd be interested in the future) I was asking mostly out of interest! I didn't see anywhere where it said you do custom ones BUT YOU SHOULD LIKE
