This is the Evil King, the main antagonist from Pie Quest. The self-proclaimed Evil King is the ruler of Tutoriala Valley, and likes to believe that he rules the valley with an iron fist, his subjects living every moment in fear of the unscrupulous despot that commits horrible atrocities against them on a whim. In reality, his subjects see him as more of an annoying goober who keeps going into town to pull harmless pranks (like the classic ding-dong ditch) or petty misdemeanors (like stealing a certain girl’s pie http://superllama.deviantart.com/ar.....irl-348382693) and being all giddy and acting like he’s some kind of despicable tyrant for doing so.
