Mike is best known as the WRITER of the long running Shanda the Panda comic (and as the current writer of the Dick Tracy newspaper comic.) But as you can see he could also draw.
If you've never read Shanda it was set at a Cinema in the mythical town of Cedar Rabbits so it looks like one of the ushers there, Scotty, grabbed the wrong costume for promoting Roger Rabbit.
He's likely to have to put up with a lot of jokes about his mistake.
Still maybe the bigger question is what the heck is holding up that dress?

The original piece this was copied from was in color and huge. I don't remember when I managed to get it scanned.
