This that Hebimori, the head of the Snake Clan.
Hebimori is an annoying jerk, loves to irk others but of course he is more than just an asshole which will be presented in the story. :3
Looking at the girly patterned-clothes on that screen, I say he is probably at some woman's appartment, haha. Hebimori is a flirty one and has many one-night occassions with various ladies. He wins them by telling poems either he or famous pets wrote. Yeah that's why there are haikus from Bashou for his scroll and for the screen on the bg (theme was moonlight, spring and there is one about a snake, too XD)

I'm in love with the lights and shading work in this image! It gives the scene a very haunting mood, but in a good way! Together with Hebimori's pose and his facial expression, it looks attractive. The color scheme and character have something snake-like, in a way where you don't know if you can trust him or not, which seems fitting since you say he's from a Snake Clan.
