There are only three CTS Teams active.

There were fifteen.

Cedric Jackson is the reason why.

He supplied the enemy with intelligence, that allowed for the capture/killing of several of those Teams, and then helped to plan, and execute a ground assault on the CTSTs main base, that was followed by a massive air attack, that resulted in the killing of most of the CTST's personnel.
