Hugo is my Theodore Tugboat OC.

Hugo's Bio:

Hugo is an ocean going tug who came to work in the Big Harbor with Theodore and his friends. He came all the way down south, from New York City. Hugo considers himself as a very adventurous tug and is now the oldest tug in the Great Ocean Tug and Salvage Company, the tug company Theodore, Hank, Emily, George, and Foduck work for. Hugo also seemed to bring an American flag with him from home. He is a hard worker, but is also a very curious tug and tends to get a little noisy. He is also a bit cheeky and sometimes likes to play small jokes on George sometimes. He's not tryin to be mean. He just likes to mess with George.
