Elsewhere in central Bai'O shacks are built atop low-rise apartment buildings and cling to the sides of the steep hills surrounding the city.

Poverty has become a real problem in a city famous for the number of refugees that flooded it during the late eighties and mid-nineties, fleeing macro attacks in the western part of the country.
