Shinzu the Sableye. She comes from a literal ghost town and is part of the first generation of pure Ghost type (as all other ghosts in the town were once regular Pokemon). Her town is time locked due to a Celebi's death in the center and anyone who enters stops aging. Anyone born inside lives like a normal person and if they leave, they will be subject to the same fate as the others who enter. Currently she is trying to learn how the Celebi died.
