This battle is all down to the Speed stat... and with Procyon being the evolved pokemon of the two, his Thunder Fang will likly make this a quick match dispite his weakness to water moves!
While Miju's Aquajet is a confirmed go first move, it doesn't really deal that much damage unless he is the same level or higher than his opponant!

Procyon. Reasons were stated already for evolutionary purposes and such being as Miju is still only a stage 1 pokemon.
Oshawott's stats are kinda poor and, despite having a water power up item and 3/4 of water moves combined with stab, Procyon has Thunder Fang and high Physical Attack as well due to nature of species. Thunder Fang's Super Effective attack along with the high P. Attack will make short work if not OHKO the Oshawott.
TL;DR: Procyon.

If Miju was a Samurott, then he WOULD be able to tank a Thunder Fang and then OHKO with Hydro Pump. As it stands, Miju is slower than the Arcanine, and frail enough to get OHKO'd by Thunder Fang... And it's possible that he might not even OHKO with Hydro Pump anyway, what with how poor average SAtk is on a first stage this late in the game.
