A most wonderful picture! I have noticed that your character has an unusual, almost 'beak like' nose, does it mean that he specialises in catching some sort of food other dragons don't? Or perhaps it is for some other use :P
Also I love the way you drew the waves! I have never been much of an artist, but I appreciate how difficult it is to draw water :3
One thing I will note though is the clouds, they look a little bit liquidy... But that is the only fault I can find!
