Okay, I just did a bit of research, and... Well, I have to call Draco's submission here into closer examination. Blast Burn is a very powerful move, yes... But it's specifically only able to be learned by the final forms of any of the known Fire starters by the Move Tutor. As such, a CHARMANDER would have no access to such a move. That said, I suppose it's up to Coshi whether that breaks any rules of entry or not.
That said, Draco is running off Charmander stats, which causes him to 2HKO with Blast Burn, of all things (and is not a good option if it's not a killing move, since it causes a 1-turn recharge). Milkshake 2HKOs right back with Night Slash thanks to Charmander's poor base stats, on top of going first, so...

I have nothing against Draco I do use a charmander on a little cup team I like a lot but it go down with in two with EV's in defense,
fire blast is powerful move but 85 accuracy bit sketche I know it a samll chance of missing,
both pok's have a chance of geting a critical hit but no one should rely on that (unluck unlike ash)
if Draco have fire punch with muscle band or have flamethrower with choice specs/wise glasses my vote be for him.
