...I think that was the general explanation the writers came up with a few years back, and Violet is just naive enough to believe it whole-heartedly.
I'd been meaning to draw Daisy in a Power Girl costume for a while, but it just didn't fit. She's not into comics. Pairing her with Violet, though, makes all the difference.
This image might also be slightly non-canon, because I have a comic in mind where Violet tries to explain Power Girl to Daisy.

Funny little pic. Thing that tends to irritate me about people who bitch about Powergirl having a boobhole in her costume. Powergirl's kryptonian, so she doesn't have to worry about taking a lot of damage. Hell, all kyrptonian superheroes like Superman and Supergirl could walk about in swimsuits while they fight crime and not give shit. True, in a sense the boobhole is just a little bit of fanservice but in the means of stuff in universe, she doesn't have to really worry about stuff like Black Canary and other superheroines who are pretty much human.
The writers tried to give an explanation for the window in a story once. Another hero asked her about it and she said it wasn't for the sex appeal but she kept that area exposed because because unlike other heroes who wear their logo or symbol on their chests she didn't really know who she was so she didn't know if she deserved to have a symbol yet. So its kept open till she earned the right or something like that
