As pets, even Utah allows them now, as does Michigan, Arkansas, Florida and a few others. But where I live, it's tricky as hell getting the documentation and getting the city I live in to allow them. City ordinances will trump what the state-level law might say. It's legal to own red/silver foxes, but again, it's tricky.
For Skitter, the owners have a USDA license and live outside the county jurisdiction, so it's a lot easier to keep exotic animals.
