Moreau Island Pirate Challenge Map
To any players looking at this, congratulations you found the navigation chart that has totally been stashed on your ship the entire time.
Anyway, this is just for the pirate challenge, I realized it might actually be a little easier to tell what's going on and where you wanted to go if you could see each of the quadrants numbered and all the islands listed. This means a tiny spoiler of revealing all the island names before you get there, but oh well.
Anyway with this you can see exactly where you can go.
SO, if you're in quadrant 1, you can set sail for any island in 1, or go to 2 or 3 and sail for an island there, basically you just can't go 2 to 4 or 1 to 3.
