Head size with any creature can be difficult, human or not. I myself have never drawn a naga, so I don't know their proportion ratios... Though if I tried my hand I'd go with the human ratio, which usually is 8 heads= full standing height. In your case, next time I would make the hed proportional to the 'human' half of the creature, and then add the tail after.

Usually, yes. It's a drawing technique many artists use to keep proportions accurate. The average human stands about 7 to 8 heads high. Some are shorter, of course.
