Well, the Shredder's minions WERE called "The Foot Clan" ;)
Yes, most gun-toting cartoon villains had several quirks in order to satisfy Broadcast Standards & Practices (aka "the censors"):
1. Guns fired laser beams instead of bullets.
2. If villains were human, they were repelled by suppressing fire, but never wounded. Exceptions were made if the villainous minions were non-organics, such as the android Foot soldiers from TMNT or the BATs (Battle Android Troopers) from GI JOE.
3. If vehicles were destroyed, it was ALWAYS made obvious that the crew bailed out safely. Shows making heavy use of this were Marvel's GI JOE, THE TRANSFORMERS, and THE INHUMANOIDS.
