Prompt:
A skater-boi reptile, loitering and pouting while he does so.
While working on this I had that redonk song in my head the whole time! Darn it, Readasaur!!
He was a...she was a....
...anymore obvious....
He was a punk, she did....
What more can I say?
She said see ya later boy
He was good enough for...
Feeding the baby, she's all alone.
...rocking up...all got tickets to see his show
Yeah, I wrote it like that. SO IT GETS STUCK IN YOUR HEAD TOO!!! MWAHAHAHAHA!!!!
But I don't think he's upset about some girl. Not this guy. I think he's been hurt in a much more personal way than being rejected by a potential paramour.
Poor fella'.

Nice try, but my sister had a crush on Avril; I've heard that song so many times that I'm immune!
I wonder if the reason for his despondency is hinted at by the food.
Perhaps he has a very close friend that he's known for most of his life. They talked about everything, perfected their tricks together, kept each other sane through high school, and were never far apart.
But his friend is one year older.
A trivial detail through most of their lives, but his friend recently graduated from high school, and is headed off to college.
Not only that, but lately he's been rolling his eyes at the things they used to enjoy together, like skating, boarding, wasting time, talking about nothing, even their music. He's maturing, letting go of the things he thinks are childish in order to focus on the future he wants to build for himself. The reptile boy has been in denial, forcing himself to believe that it will all go back to the way it was, soon, and that he will have his friend back.
This invitation to go hang out and eat was only the latest in a long line of times his friend has bailed on him, and it has finally hit him: He's just another childish thing that his friend plans to leave behind.
And it hurts.

Actually, that's pretty much what's going on here. O.o
All except the college aspect (the reason for not showing up was vague in my mind) you got it all on the first try. He's totally waiting for a friend that isn't showing up. The "no Loitering" sign over the bench was supposed to play a part...marking it has a happy spot (who puts a bench in front of a no loitering sign?!) or at least whimsical.
But the party's over. Aw well.
I do feel bad for him every time I see this pick, and your college idea has become canon in my head.

Our minds are synchronized... (Heaven help you)
Yay! I'm glad that we can concur on the subject matter, but it seems unfair to leave him languishing like this.
I would simply leave a request in your ask box of him getting plowed as compensation, but it's not sex he craves, it's emotional intimacy and a connection. (Though that IS an appealing mental image)
He wouldn't want just a new friend to fill the void, he'd want someone new, someone he could be close to in order to share the joys and trials of life, someone he could walk side-by-side with as they both grow, instead of being abandoned.
Someone who would want him in their life, as much as he would want them.
...I got it.
