Well, if the body looks it, I would say it is the 12th captain, Kurotshuchi Mayuri. The captain that is leader of the science department and technologies. Before him was Kitsuke Urahara, exiled after making the weird thingy. But it could be Nel, the previous 3rd esparda before losing her memories. But, I could be wrong.
