Now I think on it, there really isn't a way to keep an operation this big secret, even from 1950's tech. DeCarnhan is probably counting on simply having enough clout to keep the whistle-blowers scared (and the people who the whistle-blowers'd call paid off) until it's too late.

Yeah, military operations... it's less "can we keep this a secret?" and more "how long before this secret is uncovered?".
That said, if I wanted to mount an insurrection in an urban environment... I'd rent, buy, or squat in a number of locations with reasonably clear access to whatever strategic points are needed. Fix up the siding on an abandoned home while building that truck in the living room... nobody'll worry. It's more expensive, because you can't have everybody eating the same mess hall slop (although you could coordinate with a grocery store front. Food for the week and orders in lemon juice on the back of the receipt.) It would be, overall, a slower build-up as well. But even if one truck/camp/barracks is caught, you don't lose the whole army.
Depends on the strengths and assets of your organization, and what you're likely to lose over time. If you've got a lot of manpower on a temporary basis, and not nearly the non-combat support to prop up a more involved, covert op... speed, convenience, and "eh, we're far enough from anything important" levels of "isolation" can be... well, not safe or certain, but not a bad way to bet. And if he's attacking more than one city at once... this might be the only way to coordinate.
