Yeah, it's in the Chem Lab, you have to research the detonite injection technology (gives no weapons), then the Ignis (flamethrower, my dream weapon *w*), THEN the Ogris.

The costs are going to get toned down eventually for smaller clans (Shadow Clan 1-10), not sure in which scope however! :)
So you should probably hold off building anything in your dojo for now... you might regret spending Forma and Resources after these rooms become cheaper!

Don't worry, small clans are awesome too!
The Shadow Clan category (1-10) will probably get more viable in a few patches.
But in case you and your friends ever get interested in becoming part of a bigger clan, you'd be very welcome! Strength through unity! :D

The Rank is a bit of a bummer for new players, but the market has lots of free (credits) blueprints for weapons, and you level pretty fast generally!

Ogris (Rocket Launcher) only needs Rank 6, too!
