well, begin with basic circle shape (very lightly draw) as a guide. I personally begin with the ears and work my way to form the hair and head shape.
I suggest you look at examples of cartoon canine heads and pick up some ideas such as eyes, hair, mouth expressions and so on...
If you're able to copy, take for example Mickey mouse, then you are able to make any character. What I mean by this is pick up ideas and through the process find your own style based on the things you've picked up.
Observe and create.
Another thing is to know the species. Always have reference photos of animals to work with. It makes it easier.
It really all depends on what your style will become.
