It could be losing it's winter coat. They do that you know.

looks like this may be in the evening? If so that's fine, if it's the mid day, then it's a large chance of having rabies.

My mom lives on a small island off the coast of Maine. Foxes out their aren't tame but they are fairly tolerant of people. This fine fellow showed up in the early afternoon and settled down next to the cluster of plants in front of it which always house ants in the summer, I suspect as a method of delousing. This was early summer and the foxes on the island tend to look a bit mangy during that time of the year. More so if they are caring for young.
