The way I learned in Photoshop(I'm sure there're other ways):
1.) Enter Quick Mask and use gradients at low/mid opacity and make the red 'selection' in whatever shape and area you wish.
2.) Then go to Filters -> Pixelate -> Color Halftone
3.) Make all the channel numbers the same, adjust the Max Radius as you see fit.
4.) Exit Quick Mask, invert selection (or don't), then fill/color to your heart's content. Play with the numbers and max radius (as well as gradient opacity) to familiarize yourself with how it all works.
5.) ????
6.) Profit, but after you finish learning how to apply it first D: Toru Nakayama used it for shading to show the cyber elves were 'digital' in the RMZ/MMZ series.
