Said eyes might be an adaptation for hunting while gliding, not needing to look down is a hell of a bonus given it can then more easily focus on conserving energy...

I don't know, his eyes are on the sides of his head, not the bottom! I see him being an underwater dragon, where seeing all directions at once would be very important! And the little feelers on his jaw kind of remind me of catfish anyhow haha
