Ooh! Sparks did indeed evolve! Does this mean that, for story purposes, there may be a time he evolves from a Pichu to a Pikachu to go about more Chu'rific adventures?
His expression gives off the feeling that someone is out to take his ice cream. And, if they were to dare get closer, they'd see why he's called "Sparks". :)
