Yep, Steele is pretty much the boss.
It's like they told the animators to make him the bad guy, but forgot to mention that should include not making him look awesome at all times.
But then that's Disney for you, the villain tends to consistently the more interesting and well animated character. Unless it's Beauty and the Beast, where the hero is the villain and the villain is the hero.
