I join there, and try to make post.
but I found "Creating projects is currently open to US and UK creators over the age of 18 (see full details)".
I feel so sad but I made all description of KS.

You can try www.indiegogo.com . I am not entirely sure if it has everything you need but it is a kickstarter-like service that seems to have Japanese projects listed on it, so I assume it will work.
You might want to try Indiegogo? (http://www.indiegogo.com) I think they support non-US/UK residents.

As others said, www.indiegogo.com is accessible for everyone.
Alternatively you could have an trusted US citizens do it on kickstarter for you.
I'd say that it's certain that you would get at least the 750$.
Probably more if you offer rewards like sketches for higher contributions.
Don't forget that crowd-funding sites take a share of the earned money, I think it's about 10% for kickstarter.

Kickstarter's fees are about 5%, but it's a MUCH higher traffic site than Indiegogo. Indiegogo's fees are 4% for a successful project. But honestly, if at ALL possible, go with Kickstarter (I know, you can't, but it's just a better site with better traffic.)
IGG offers "flexible funding" which lets you take about 90% of funds if your goal is unsuccessful. However, you still have to fulfill any promises you made. Personally, I avoid flexible funding because it makes your campaign look like a scam, I think a lot of people are afraid of flexible funding campaigns--they're really better for "I already have everything made and just need to finish it" or nonprofit enterprises.
My opinions...I've been running a furry kickstarter blog for a month or so now at furstarter.com. I'll post about your Indiegogo campaign if you set one up. Good luck!
