Captives suitable for experimentation of Cynid technologies are kept in Delta Cities, where the test subjects are kept in "testing wards" until they are called on for experimentation. They aren't allowed out of their cell-block, but are allowed to communicate with other test subjects. They are kept on a tight leash however - enforcing strict curfews and behavior rules through propaganda and some rather oppressive guard control.
