you know they don't say, though i wouldn't be surprised if all robot masters are sort of built from the same base. in the Archie Comics MegaMan was even able to barrow Quakewoman's powers and she was made by Dr.Noele, so that kind of ties to the idea of him being able to borrow powers from other bots not mad by Light or Wily
well in Powered Up and in the original MegaMan one, Wily stole all the robotmasters and then reprogrammed them. So that means that Rock was taken instead of the robotmaster your playing as in Powered Up, I guess that can be considered to be an alternate universe of sorts
yeah you pick their gender then their skin tone but then as you play the game you can by clothes and i think even new hair styles. I did a post on tumblr about it and i also included a pic which i think shows some of ways other people customized their characters and it changed their icons

I've been looking for a link to that scene. My favorite from MM4 and seeing that in the old cartoon just solidified my affection for Pharaoh Man.
