I think she's wearing a huge compilation of elemental shaman arena and pvp gear due to the color spectrum. Shoulders look like Merciless Gladiator's Mail Spaulders (cause this ele shaman seems to be unable at this moment to attain a 2000 personal rating), the Veteran's Mail Belt, Vengeful Gladiator's Mail Armor, and the weapon at my best guess would be Nathrezim's Mindblade.

I think I have to agree - though my first impression was to say that the shoulders look like the PVE equivelent.
