A bullet by itself shouldn't ignite fumes unless it's a tracer round.

Unless it richocets off a piece of metal or coarse material and sparks.

Herman thinks (he did not look at it, just guesses it was it) it was the fuel, but does it matter? The bullet hits something in a big pile of fuel, ammunition and explosive that makes something go boom.

I agree, it's only what Herman believes happened. There is another aspect that speaks heavily against it being the fuel but rather the actual explosives, and that is air-fuel ratio. "Normal" fuel only explodes when in the correct air-fuel ratio and I seriously doubt that there was enough time and good enough circumstances to get that much fuel in the correct ratio there for such an explosion.

Sure, the fuel helps by burning but it would manifest much more in the Hollywood kind of "fireball explosion" instead of an actual one (check out Mythbusters' Viewer Special 1 for a good comparison between the two).

The speech and thought bubbles are live thought but the boxes all seem from a story or explanation point of view.

I also see the President screwing him over despite his cautions. Either taking the credit some how or placing blame and sealing all Rats fates.
