She's a Sugar Rush Racer from Wreck-it Ralph. When she picks up special power-ups, she can scatter chocolate chip caltrops along the track, or turn the giant chocolate chip spokes on her car's wheels into spikes so she can skewer other cars when she rams into them.
I'm very happy with this. Critique is always appreciated! Note that her proportions are purposefully cartoonish so her head is pretty large.
