This is the fourth chapter in my story. The Empire of Smilodons is revealed not to be so much as a nation of the distant past, but rather a nation that the world has passed by.

For the most part, the Empire is in the Medieval period, or earlier. Only in the Royal Castle, Deltarg Kor (the house of the Guardian), and a handful of other mansions (belonging to very wealthy nobles) have electricity (Lord Ivan Kosgan is not impressed by that fact; it's one of his biggest grudges against his deceased father.)
If electricity in any modern city went down for a week, the city would be crippled and need some time to recover. The equipment would be repaired ASAP so life could get back to normal.
If electricity failed permanently in the Empire, 99.5% of the population would never notice. 0.4% (the conservative nobles) would consider it an improvement, and the rest would miss electricity and get on with their lives. The equipment would be scrapped and turned into something useful, like plows, and life would go on as always.
In the western world, computers are an integral part of society.
In the Empire, a creaky, 50-year-old computer is the only one anywhere in the nation.
If most "western' had to do without automobiles, the city would have troubles functioning; people take their vehicles for granted.
In the Empire of Smilodons, automobiles are an OBSCENE display of wealth. (This is Ivan's OTHER huge grudge against his father. No, Ivan and Alkuur did NOT get along. Neither did Ivan and Tarayn, but that's another story.) The speed limit is 10 KM, and there are few places an automobile can actually go. Breaking the speed limit results in jail time, AND the vehicle returned to its place of purchase. If there's a refund, it goes to the government.
There IS motion-picture technology. Silent films are made of official fights in the Imperial Arena, but it is all SILENT picture technology. Those that have their fights filmed are at the pinnacle of superstardom. These machines are very few and far between, and film is very expensive.
In answer to your question, the world has not entirely passed the Empire by. The Empire USED to be essentially a nation and culture frozen in time, but WWII changed all that. (See http://mrinitialman.livejournal.com/18348.html for more information.) But in no way is the Empire of Smilodons in step with the Global Community. And if the most powerful nobles (and the Priest-Emperor) have anything to say about it, that's how it will stay. Even Kayahar has no desire to see the Empire become a nation Just Like Any Other. Certainly, they take pride in having languages (Karaithan and Smilodon) unique to their society.
